Europe is taking a decisive step toward technological independence with the launch of EURO-3C, a federated cloud and artificial intelligence (AI) infrastructure designed to reduce reliance on US and Chinese tech giants. The project, backed by the European Commission and spearheaded by Telefónica, aims to create a secure, sovereign digital ecosystem across the continent.

The Problem: Over-Reliance on Foreign Tech

For years, European businesses and governments have heavily depended on US and Chinese cloud providers. This dependency poses strategic, economic, and security risks, highlighted by recent US cloud outages that disrupted services across Europe. The current situation leaves critical infrastructure vulnerable to geopolitical pressures and vendor lock-in.

EURO-3C: A Federated Approach

Rather than attempting to build a single European hyperscaler from scratch—a task deemed unrealistic—EURO-3C connects existing national cloud infrastructure into a federated network. This approach leverages existing resources, accelerating the deployment of secure digital services while avoiding the pitfalls of building something entirely new.

The project unites over 70 organizations, including telecom operators, tech companies, startups, and SMEs, demonstrating a broad commitment to European tech sovereignty.

Key Components: Cloud, AI, and Edge Computing

EURO-3C focuses on integrating cloud, AI, and edge computing into a unified system. This synergy will enable faster development and deployment of digital services. The initiative will prioritize several sectors:
